He was one of the founding members of the Bharatiya Jana Sangh (BJS), the precursor of the Bharatiya Janata Party (BJP), in 1951. He was elected to the Lok Sabha, the lower house of Parliament, for the first time in 1957 and became the leader of the BJS in 1968.

Vajpayee rose to prominence as a leader of the opposition during the Emergency imposed by Prime Minister Indira Gandhi in 1975-77. He was arrested and jailed for 19 months for his resistance to the authoritarian regime. He played a key role in the formation of the Janata Party, a coalition of anti-Emergency forces, which defeated the Congress in the 1977 general elections. Vajpayee won a second consecutive term as Prime Minister in 1999, becoming the first non-Congress leader to do so. He continued his efforts to improve relations with Pakistan, inviting President Pervez Musharraf for a summit in Agra in July 2001. However, the talks failed to produce a breakthrough due to differences over Kashmir. Vajpayee also faced a terrorist attack on Parliament in December 2001, which led to a tense military standoff with Pakistan that lasted until October 2002.
