Syllabus
The syllabus for the OCS exam is based on the UPSC civil services syllabus, with some modifications to suit the Odisha context. The syllabus covers a wide range of topics from various domains such as history, geography, polity, economy, science, environment, current affairs, etc. The candidates are expected to have a thorough knowledge of both national and state-level issues and developments.
The syllabus for the Preliminary stage is divided into two papers: General Studies I and General Studies II. The Odisha Public Service Commission (OPSC) has announced the new syllabus for the Odisha Civil Services (OCS) Mains Examination 2023. The new syllabus covers four General Studies (GS) papers: GS 1, GS 2, GS 3 and GS 4. The syllabus has been revised to make it more relevant, comprehensive and contemporary. Section B will cover the foreign policy, bilateral and multilateral relations, regional and global organizations, security issues and current affairs of India and the world.
GS 3: The paper will have two sections: Section A on Indian Economy and Development, and Section B on Science and Technology. Section A will cover the basic concepts, issues and challenges of Indian economy, planning and development, agriculture and rural development, industry and services, infrastructure and energy, banking and finance, budget and taxation, external sector and international trade. Section B will cover the basic concepts, applications and implications of science and technology in various fields such as health, education, agriculture, environment, defence, communication, space, biotechnology, nanotechnology etc.
GS 4: The paper will have two sections: Section A on Ethics and Integrity in Public Service, and Section B on Case Studies. Section A will cover the basic concepts, theories and principles of ethics, values and morals; ethical dilemmas and conflicts in public service; ethical decision making; codes of conduct; probity in governance; corruption; whistleblowing; RTI etc. Section B will consist of case studies based on real-life situations to test the candidates' analytical ability, problem-solving skills and ethical reasoning.
The optional papers are chosen by the candidates from a list of subjects given by the OPSC. The list includes subjects such as agriculture, animal husbandry and veterinary science, anthropology, botany, chemistry, civil engineering, commerce and accountancy, economics, education, electrical engineering, fisheries science, forestry, geography, geology, history, home science, law, management, mathematics, mechanical engineering, philosophy, physics, political science and international relations, psychology, public administration, sociology, statistics, zoology, etc.
The syllabus for the Personality Test is not fixed, but the candidates are expected to have a good knowledge of their optional subjects, their hobbies, and interests, their educational and professional background, their achievements and goals, their opinions on various issues, etc.
Eligibility Criteria
The eligibility criteria for the OCS exam are as follows:
- The candidate must be a citizen of India.
- The candidate must have a bachelor's degree from a recognized university or equivalent qualification.
- The candidate must be able to read, write and speak Odia language and have passed the middle school examination with Odia as a language subject or have passed the high school certificate examination or equivalent examination with Odia as the medium of examination in non-language subjects or have passed in Odia as a language subject in the final examination of Class VII or above or have passed a test in Odia in Middle English school standard conducted by the School and Mass Education Department of the Government of Odisha.
- The candidate must be between 21 and 32 years of age as on January 1 of the year of examination. However, there are relaxations in the upper age limit for candidates belonging to certain categories such as SC/ST/OBC/Ex-servicemen/PwD/Women, etc.
- The candidate must be physically fit and meet the prescribed physical standards for civil services.
Application Process
The application process for the OCS exam is as follows:
- The candidates have to apply online through the official website of the OPSC (www.opsc.gov.in) during the specified period.
- The candidates have to fill up the online application form with all the required details and upload scanned copies of their photographs, signature, and documents such as educational certificates, caste certificates, disability certificates, etc.
- The candidates have to pay the application fee of Rs. 500/- (except for SC/ST/PwD candidates who are exempted from paying the fee) through online mode using debit card/credit card/net banking or offline mode using challan at any branch of State Bank of India.
- The candidates have to take a printout of the online application form and the challan (if applicable) for future reference.
- The candidates have to submit the hard copy of the online application form along with the challan (if applicable) and self-attested copies of all the relevant documents to the OPSC office by registered post or speed post within a specified period.

OPSC OCS 2023 Mains: How to Prepare for the Exam
